Report a translation problem
I am either incredibly dumb and missing something gigantic in front of my face or there is a gigantic bug in the first minute of the game, which is it?
You purchase the tire via the online-shop, but after you did that your inventory is empty? I'm asking, because you'd have to put the tire on the rim again and also balance it on the wheel-balancer before you can put it back on the car.
Wheel size is correct too but that doesn't even matter, the problem is the new "items" that I buy from the shop do not show up in my inventory. I also bought new air and fuel filters with neither of them showing up. And when I tried to mount an air filter it only showed the old filter. Same thing on the fuel filter.
Damn shame I was really excited for all the car mods in this game...
I experienced something similar once, but then I ended the game and after I restarted it, everything went back to normal. Since you evidently already tried that, there's nothing else I could advice you to do...
Hopefully someone else has an idea. I keep my fingers crossed! The game is fun.

I did not have any problem doing the first mission. I just start the game, download all the cars mods and DLC's. Try to learn the ropes of the game. I got less than 2 hours when I play CMS18. But I got over 300 hrs in CMS21, so some adjusting.

The game was on expert mode if that makes any difference *shrug*
