On the last pic, you can't see that I've clicked on the level I haven't bought yet. But when you click on a level you don't own, that menu will be displayed. You can purchase, or back out.
You can also choose to pull a car from the garage without having to enter the garage itself.
You should be able to buy as many as you want, but I don't remember. That perk just gives you the huge discount. So if you have levels 0 and 1, click on level 2, and that prompt will appear, asking if you want to buy it. Then level 3 will appear to be available for purchase, and so on down the list. The levels you haven't purchased will have an empty menu on the right, instead of the 12-car slots menu that is displayed with purchased levels.
I notice you've got a lot of cars in parking and they're pretty much placed randomly.
I have a written a program that allows you to organise your parking and put your cars in any garage/order you please. You can run it in real-time as it's synced with the game or you can run it stand alone without the game running. But essentially you can place cars in any order in your garage(s), and move cars from one garage to another.

Here I have all my 32 Fords. I'm building a 32 Ford rat rod at the moment so have a couple of old chassis I found in the junk yard stored here too. It's really convenient to have them all in one place.
Give me a shout if you want to try it out and we can figure out a way I can get it to you. You could be a tester for me. It works well for me so would be interested to see how it goes for someone else.

I'd be honored to test it for you, but I'm wary of doing so. Also, if your program did screw up my profile, it probably wouldn't be your fault. It would more than likely be a faulty baseline on my end.
It sure looks like an awesome program, though, and everyone would be delighted to have it. Would quickly become a top-tier, must-have mod. That's for damn sure. People will download the hell out of it.

@SkinGravel.....have you tried installing mods directly into the game's "cars" folder? I do it that way cuz I tend to play with steam in offline mode quite often. You have to subscribe, then go into SteamApps\Workshop\Content folder and fine the numbered one for this game. Inside the mods are in folders with some numbers but, you look to see which cars they are and rename the folder appropriately. Then drag / drop to the games' cars folder. After which, unsubscribe from the mod so Steam doesn't try to download it again. I always suggest people favorite whichever mods they install for future reference....in case something happens and they don't know which mod might be missing from their system.

BTW - I totally agree with you about making mod cars permanently part of your game. It is a much much better way to go. I have also written a program that adds downloaded mod cars to the game permanently. It shows a list of all of your download cars, and you simply click the ones you want to add and then click the add button. Job done. Let me know if interested in that too.
