Report a translation problem
The engines you create at the stand are all set at a certain scale, but when you install them, they will automatically scale up or down to the ratio that has been set for that car in the editor, so they'll produce more than, or less than, the HP listed.
They don't all do this, though. The Hellcat Hemi, if I remember right, is 707 HP stock. It's base scale is 1.4. Since you can only install it in the SRT Hellcat, it will always have a stock HP of 707. You can install this engine, or any other engine, in any vehicle you want, using the editor. In-game, though, you can only install it in the SRT Hellcat, so there's always only one scale, since it only belongs in one vehicle. The HP for that engine will always be the same.

Do you have the Tuning DLC? It's free. It includes after-market parts to boost performance. Once you have the Tuning DLC, you can then buy these parts from the tuning shop in your pc/tablet. Then you'll get some serious HP.
