If you're using a controller, the right stick can scroll through those menus, except for the jobs, as mentioned above. If you're building a car, you won't be limited to scrolling by what parts haven't been recognized in job orders. You can scroll through the whole list with the right stick.
I've always played with a controller. Just feels right for me. However, my mouse and keys have always worked alongside the Xbox 1 controller. I use the keys to search for parts in the shop. Sometimes, I accidentally bump the mouse when I stand up or something, and it still registers in the game. Not sure why your mouse input isn't working.
Man, I don't know. I've got it set to Xbox controller, and the right stick is the mouse function, as far as the cursor movement and scroll function. Definitely takes a bit to get used to it for sure. Not sure why your mouse isn't working alongside the controller though.
