Sometimes you can access it from the ground (engine bay) and sometimes you have to raise the car with the lift.
I believe you might be referring to CMS2021. CMS2018 does not have a separate parts store called 'electronics' and the starters are in the 'Engine' section of the regular parts store.
@Oscar... There's no logical reason the parts catalog should not be showing 'Starter' and 'Starter V8' for sale. If this is true, right click the game in steam library, choose properties, local files, and do the 'verify files' option.
