Yes, if you want to maximise your profit, always use all the possible tuning parts. And you should buy the most expensive rims and tires (dominator slicks).
For example: A suprecharged Reptilia R2 (188k km) with tuned parts, rims and tires gives me a nice net profit of 127 000 $, value of car is 184 000 $.
As you have to pay for repairing parts at you repair table it make no sense to repair parts to 100% just do sell them afterwards, you nearly get only the money back you spent (for rims you sometimes paid more for the repair rates then you make profit of selling them. Had the case once to pay over 300$ for repairing a rim and got only 65$ back for selling it.
