Randomly from crates or from the performance shop.

Have you click on the link to download the Tuning DLC? Even though the DLC is free and came with a patch you still need to 'activate' it by clicking on it. When you do that you get another 2 options in your purchase screen with performance parts and extra body parts.

even though i have tried downloading the dlc, it still wont work, any ideas?
