Those 4 only need to be replaced with bushings that are in a state of repair that is above the repair percentage listed in the work order, they don't have to be brand new. You can chose any bushing that meets the need from the bushing list at the bottom of the parts pick screen.
You can keep and use bushings in inventory that are from the last job that may have been an 80% job and use them on a 53% job.
Correct, only story orders are picky about this, and also require 100% quality (brand new) replacements parts. For normal jobs the assembly order does not matter as long as the parts are above the required percentage.
True aswell. The game is pretty a guide book to half-a$$ing a job.

Also doesn't force "in-pair" repairs, for example brakes and suspension parts (irl) should always be replaced on both sides. Otherwise you end up with asymmetric braking and/or suspension which can be quite dangerous actually.
This right here is all you need to do. This practice saves you the time of having to take off parts that don't need replacing.
