You can..... using Car Editor. In the Car Editor, you can change out which suspension system is used on a car. Ideally, you want to create a new version of that car by copying the config files and appending the next number in that series to the end of it. Like if a game car already has 3 versions... there'll be a config.txt, config1.txt, and config2.txt... along with corresponding bodyconfig.txt files. So, you'd copy any one of those and rename it to config3.txt... doing the same for the bodyconfig3.txt. Then you'd give it a 'Suffix' name.... anything you want.. it get's appended to the name found in name.txt.
Now you're ready to modify your new car version. Start Car Editor, scroll down the list of cars till you find the correct one, it loads, then use the drop down list to select the version you created. Now you can change out the suspension to the air suspension. You'll need to re-align some things ofc. Sometimes, you get lucky and your modifications line right up the same as before. But, you'll see when you play with the Editor. Hit 'Save' as you do your work. Then hit it again before hitting F4 to close the Editor. Re-launch the editor and load up the car to be sure everything is aligned and set correctly..... sometimes it'll glitch a part (license plates being common from having used 'explode' view. If everything looks right, hit F4 again and launch game. Find your new car version and you got Air suspension... Ta Dah!
No, you cannot raise and lower the car or make suspension stiffer / squishier. There's no way to add / subtract air from the shocks.
