Is that suppose to be blank like nothing in it? or am i missing something somewhere?

The Community Cars Body Shop is for body parts for modded cars. If you add a car in the Steam Workshop that has non standard/game parts, they should be in here.

get mods from the workshop, after that you can buy parts in the Community car body shop

Easy, you just go to a item on the workshop and click the big green subscribe button
