The game uses software mouse which is badly implemented (smoothing can't be disabed) and the sensitivity is too low if you don't have a million dpi mouse (I must set to 250 (maximum) with Logi MX510 and it could be faster).
In opposite to other games the movement of the player is much delayed, you press the button and it takes a moment before the movement begins, you release the button and you walk 1 m further.
you don't know if his mouse is broken. So why do you tell him to buy a new one?
Don't worry, it's not your mouse... Look at this post, it might help you:
Unfortunately I don't know where it was posted originally. There are 8 or 9 pages of threads where people are complaining about the mouse acceleration.
The problem is, the game is not a PC game only, but a multiplatform game. Which means, there are a lot of console things in there. It's not only the software acceleration.
All the clicking you have to deal with is because of the console character of the game. Ever wondering why you can't buy let's say 14 rubber bushings just by simply typing "14" and hitting Enter? And why you have to click like crazy instead? Well, thats why.
