Sandbox mode/ Customer order 11

I have just played through the story mode and gotten up to level 10 and completed order 11 except for one part still remains undiscovered, i cant for the life of me find what it is? ifg anyone knows it would help me greatly. in getting stuck there i moved over to sandbox mode to check out the junkyard and auctioons, but the sandbox garage is only the basic garage. One lift, no tools, and no repair bench or garage expansions? am i missing something?? shouldnt sandbox give access to the full garage?

In sandbox mode, you have to go to the toolbox and then select the upgrades.
