So waiting makes no sense, after unlocking all skills you have still skill points in store. So my advice would be unlocking the skills one by one step by step, row by row. You have no advantage if you skip one skill becuase at last you have to unlock any skill there, if you need it or not.
Some skills are only available, if you had unlock others first. And if you have invested all you skill points on possible skills, you still have about five or more skill points in store, which cannot be used so far.
