There is a mod called "repair all" (or something close to that)
Maybe you should look at that, it may please your playstyle and ofc having that mod does not force you to se it to repair what you don't find fair to repair.
And in real life, you can only rigg broken exhaust. Not repair them. The metal is just a bit thicker than 2 peices of paper, and the mufflers are just as thin with fiberglass insulation, and cat's go out because they get plugged, they can not be repaired either. All of it has to be replaced...
