DLC Inconsistency

I recently noticed that the engines used in the cars from the Dodge DLC (old) are freely available in the base game. Is this an oversight? The Dodge DLC (old) was not any less expensive than the other DLC so why are the engines available in the base game? This doesn't match any of the other DLCs.

Car Mechanic Simulator 2018 - Dodge DLC includes two licensed Dodge cars:

1968 Dodge Charger
1970 Dodge Challenger R/T

Experience them in superb quality and astonishing level of details.
Repair, drive, buy, sell and contemplate them.

I see nothing about engines here, just the 2 cars. The Mazda DLC is only 2 cars also, no special engines.

The engines from the Mazda DLC are not available in the base game. None of the other DLC engines are in the base game. Why is DLC any different than the rest? Shouldn't it have been priced differently if it did include exclusive content?

If I had to guess, it was probably a decision made during the contract and licensing agreements. Dodge and Mazda maybe weren't as picky with the finer details as Bentley, Porsche, and Pagani were.

The Mazda engines are NOT available in the base game yet the Dodge engines are. Both DLCs don't list engines tho.
