Report a translation problem
So.....go into your steam library and open the properties for CMS2018. One of the tabs will be the DLC you have for this game.....also with an option to look for more in the steam store page. But, it lists all your DLC with checkmarks (or not) next to them..... meaning they're installed. In your case, it may have intended to install it but, glitched in the process...... Steam's known to do that sometimes. So, uncheck the Garage Customization dlc and close out the properties....then steam. Restart Steam. Open that properties again.....going back into the DLC tab. Select the checkbox for the DLC again......telling steam to install it. Then go to the files tab and do the 'Verify Files' option after steam has had a chance to download / install the DLC. This way steam should verify that it did install it correctly.
Fair warning..... if you've modified games default cars....through Car Editor or changing data in config files... doing the 'Verify Files' option will reset them. This is why ppl suggest NOT changing the default cars and instead creating a custom variation of the car. Verify files will not remove added car variations..... like for example.... creating a Salem Flamo car 'config2.txt' with the version name 'Pinto' and throwing a Ford Windsor V8 Ohv I into it. The additional config file will not be touched.
