Now ofc, the welder removes rust only on the shell, not the body parts you can unmount.
Those need to be repaired on the workbench. And for those (as opposed as the shell or interior) the 15% minimum applies to be repairable.
So for best visual control of the fact the weledr works on a rusty shell, remove all body parts, and look if that looks clean already.
For % check, look at the % bars top right when you go under your car's status... it should be 100% after 1 click of that welder.
If it doesn't, maybe write directly on the modder's page from where you got the modded car.
