But we need to know your specs (CPU, GPU, RAM).
This game seems to fight with certain GPU's i don't have any issue's and easily get 180fps but my mate has card down from me and has only one GPU but gets fps issue's
He found turning off shadows made big improvment
I also get contacted by people who have sort of same issue's and its really random arcoss range GPU, CPU and memory
Or sometimes when the cursor goes over a part (for example door), there is a short freeze and the game is loading (see drive LED) and the freezes are on the same part when I move the camera back over that part again (with flashing drive LED).
Or have many parts in inventory (for example after a round on the junkyard), go to repair bench, repair few of them and then look back to the cars. The parts of the cars are reloading, when you look (point) over them.
But when the game runs good, with VSR set to UHD instead of normal FullHD the performance doesn't impact.
PhenomII X4 965BE 3,4 GHz (game uses only 2 cores / doesn't go over 50% CPU load)
Radeon RX-480 8 GB
16 GB DDR-3
System and games on SSDs
Edit:
I also tried the game on my 5 year old Dell XPS15 (i7 2,2 / boost 3,1 GHz, GT 540M), it runs good even on high speeds on the airport, but the annoying and laggy smoothing of the mouse makes the game nearly unplayable.
i7 6900k, Titan Xp, 64 GB DDR4 3200 RAM
EASE FIX FOUND!, SIMPLY START A NEW ENGINE BLOCK ON THE ENGINE RACK [JUST START THE ENGINE BLOCK] AND EXIT OFF IT, DONE... YOU'RE BACK TO RUNNING SMOOTH! TAKES 1 MINUTE TO FIX.
Also, if this wasn't mentioned before (I was speed-reading other posts, might've missed it), keep the garage so that you only have at most two cars in there at a time. Trying to cram it full isn't going to do any good anyway. Also also, having every level of the garage loaded up with cars that are in need of a rebuild is just hoarding, and I say this as a card-carrying member of Car Hoarders Anonymous (aka CHA). If you have more than five levels chock full of wrecks, time to get rebuilding.
