It is actually a bit more complicated than it sounds. A simple V8 to V8 Supercharged or i4 to i4 turbo is pretty easy, but a more substantial change like i6 to V8 OHV means that besides the engine, the front-end & suspension and exhaust systems need to change too. Depending on driven axle configuration rear-end possibly too.
So while they figure out how to implement that (strip down to chassis to enable swapping?), we'll have to wait. Iirc CMS15 only had limited change options with the dlc (adding supercharger or turbo). Been a while, don't remember exactly.
But, as I said, A LOT of work to go over all (standard) cars to see which engine/suspension/exhaust combinations are possible for each car and then implement some kind of swapping system... Everyone who has messed with the editor knows it is not easy to get it all to fit in WITHOUT clipping issues.
