I have the same problem. Very frustrating for my son who likes this game, but his computer cants be left connected to the Internet.
Has anyone found a solution to this problem?

No, subscribed mods from workshop will not work when Steam is running in Offline mode. However...... if you go into Steams Workshop directory in the numbered folder for this game and find all the mods you've subscribed, you can look in them to figure out the name of the actual mod (since they're all just numbered folders) and rename them folders accordingly. Then you can move those folders into the games directory under CMSdata\Streaming Assets\Cars directory. Now all your mods will be directly in the games folder and will work in Offline mode. The only thing that won't work are maps, unfortunately, because CMS doesn't have a unique folder for maps within which to put mods. Would be nice if they added it into the game code.....maybe someday.

also if you do this you will not get updates for the mods.

Yes, you'll have to manually update your mods going this route.....which isn't that difficult really. Just be sure to "favorite" any mods you subscribed to for future reference. I should also have mentioned that you needed to unsubscribe from the mods after you renamed the folders and moved them to the game folders. Or, else you could run into glitch issues.
