Restoring frame - removing rust from restored cars

Like the title says - is there a way to restore the car's body? I don't mean fixing the panels and repainting them - I mean the frame which is left after you remove all the parts. Looks silly on a completely restored car.

At lvl 30 you can do it. I know it sounds strange, but this is a perk that you have to unblock. In the meaningwhile, you have to keep new cars with rusty shells.

I am at lvl 30, have dyno and paintshop upgrade but no option there. I can only paint the parts.

You should have the welder, too. It’s a red tool you can find around your garage. I am lvl 17 now, and i really don’t know where is this tool.
Wait: the welder is a separate perk, if i remember well. Look please in your perk tree and see what lvl you should have to have the welder. I cannot check now, since i am not at home. Sorry.

It is the welder. And you need the skill "You can repair body parts".

The welder comes with the paint shop and dyno upgrade, if you find the battery charger, turn to your right and walk towards the garage doors, you should see a set of racks and a big red box on the ground, that's the welder, enjoy..

Repair body parts is 35 i think not 30, you still need to grind up 5 levels because im at 31 and its not unlocked yet.

It is unlocked Blackrain. On lvl 30 it seems battery charger, interior valet kit and welder are unlocked, but undocumented it seems. They are interactive items in your garage, just like engine crane or oil drain. Battery charger is near the second office desk, right from it there is a welder. And near the dyno is the interior valet kit. I haven't noticed them before, so I guess they are all unlocked at 30. I am 31 lvl now as well. Body parts, yes - at 35 you can repair them, before that you can only buy new parts from the store and replace the worn out ones. I'd leave the old parts waiting for the better times to fix them and sell (or mount on cars) when I've reached 35.

Handy to know, honestly i never noticed the welder or battery charger as i just unlocked the Paintshop and dyno and only painted 2 cars so far.
