I say "kind of" because it's not 100% accurate as a ton of updates have changed the values of cars and other economic stuff in this game and this one you're doing includes modded cars aswell.
Correct. Values decrease the bigger milage an car has, which I also don't agree with.
I like the work you're doing and encourage you to keep going. Always good to have an nice reference sheet to see the car values.
For example you changes the tires from sport to slick -> value goes up.
You changes the tires from 15'' to 17'' low profile -> value goes up again.
Yeah I saw it, it's a good work and is useful to compare different restores of a same car, but I found it a little bit confusing too.

Anything below (I would guess) 200,000 km is going to net you another $36,780 on that model of car. Considering the parts cost the same and you'll spend a similar amount of time reparing it, regardless of distance on the Odometer, look for lower distance vehicles to earn more money.
It doesn't seem to be a very sophisticated value model in game. The developers might to better by having a maximum $ value for each car at 100% and 0 distance and then reduce it by small increments for every additional 20,000km on the clock down to a minimum $ value.
The thread is worth a read. Alot of critisims on which car is which criticize the choices made in the original post. For example I think the rino piccolo is an fiat panda an not an VW UP.
This makes more sense due to the only paint job for the piccolo being an italian flag stripe.
