Yeah indeed, i don't mind building it from scratch, but it definetly would be a great addition to the game if you could buy crate motors.
You got that info, Fulysic? It says "unlock to use this feature" even on level 50.
61 on mine and I don't have access to it either. Can only make me wonder what it will be.

Yep, If you can assemble a "complete wheel" and shock absorbers from scratch then surely it can support that from an engine too. They must have flicked a switch for some reason :(
I can't seem to find what it's for (yet).
Was able to unlock the Car Salon and RaceTrack via some minor fiddlings - though Red Dot was honest when they said it's not ready. Because they don't work. The scenes are there (my screenshots show up to where you can go and the background reflects the 3D scene), but that's it.
So I guess it's the same for Dyno (it's available as a CarPlace datum like the lifters, the diagnostics track, etc.) and the other features that were cut out.
I am pretty sure that Red Dot will implement them all in no time. :) They did quite a lot of work - and there's already so much tuning data in the files that it won't take long. Would really love to see that. The game's coming along to where it should be.
