Junkyard and auction house

Do i have to unlock these or is there an issue?

I was allowed to go to the Junkyard at level 13. I don't know if this is when it unlocks or what, I just kept trying to go to it until it finally let me. There was no explaination for this

Barn is level 6, one per level thereafter

You can unlock Junkyard at level 13 and Auctions at level 19 but to be honest, you wont use Auctions a lot, because the cars there are overpriced and with 4 stars, when you can find old rusty cars at Barns and Junkyards.

Maybe they should allow us to sell our cars at Auctions, otherwise Auctions would be useless.
