So I did more testing. The welder repairs the body so it looks new (just the frame parts after all body panels are removed). But, it never seems to have any impact on the % condition or restore value. I wish the devs would just tell us what the expectation is here. Is it not possible anymore (compared to previous CMS games) to restore every single car to 100% body and parts now? If not, that may be kind of more realistic and welcome, but I just wish I knew if it was a bug or by game design. It's hard to tell with such limited info from within the game or published elsewhere.
Also, when you get the last skill upgrade that says it "lets you repair body parts", what does that do if I can already repair some body parts in the bench?
That is exactly what that means. You cannot however repair exhaust, tail lights, headlights glass and some mirrors.
