Seriously though, some parts have to have additional things done with them before they're ready to be placed on the vehicle.
Rims need repaired at the workbench, tires need put on at the tire machine, and THEN you need to balance the tire. Now it can (should be able to) put the wheel back onto the car. This assumes of course that the suspension / brakes / wheel hub assembly is all put together of course. If you forgot to put the bearing and bearing cap into the hub, it won't let you put the wheel on. Also, be sure you are putting the same size rim and tire on left (driver's side) and right (passenger side) of the car. They can be different sizes in front and rear but, not left and right.
Steering wheel gets put on when R-clicking on the car and choosing 'Interior' option then r-click again and choose 'install' mode.
