how do you unrust cars

You need to have it unlocked. Grind all the repeating brakemissions till death or level.

actually, even with the welder, it doesnt "unrust" the cars for me. it partially does it, but there is still some rust on the car, and no its not body panels, its the actual car. i tried using the welder multiple times and nothing changes anyways.

You are also unable to get "Body condition" to 100%, no matter what. Explains that rust..
