So glad people figured out this workaround.
Thanks for posting your information, works or not. It's at least an idea. Exit after the 7th and come back in.... then complete. And I suppose if that failed, if you can, go out again, then come in and finish a 9th.
I just finished 10 and was frosted that I didn't get the award Spymaster.
It's a sign of something architectural - something is going on or something has something locked or some consumer of some internal message is discarding messages or processing them unsuccessfully... the only thing you get from backing out and coming back, finding your game, and rejoining is starting from scratch for the system to apply every action previously taken from a clear start. That SHOULD NOT be any different than what was happening, but it appears it might be. With these sorts of multi-area problems with messages or multiple threading, there's always chances for stuff to go wrong if a) your architecture isn't very good or b) your devs aren't or c) a & b.
From what I've seen when it came to which guy on teams I've been on doing game achievement stuff or any other sort of 'non-core' architecture, its usually the junior devs.
Anyway, thanks serpenyx. Aprpeciate the pointer.
