How does the game decide who goes first?

I've been playing with friends, and the player with the highest rating has gone first for all four of our games (that was me the first time, then my friend the next three times). Is this just RNG looking like a pattern or does the game give first turn to the highest rated player?

I have been the highest rated player in most of my online games and I have never started first.

I finished a six-player and it was based on who joined up first.

In the real boardgame, "the player who has most recently been to another city" goes first. I'm going to guess first player for the digital version is random. :)
