Yep, I was looking forward to IG3 (loved 1 and 2, especially 1). It was as you say meant to be IG3, you can still see evidence of it's 4x leanings in the starmap (way more detailed than it needs to be but perfect for a 4x).
I still would love to see this as a 4x game, but that ship has sailed unfortunately. Still there's this to look forward to;

But as Sargoth and Cypher said, IG3 was scrapped and the engine and work to date was converted into, what would become this game.
Was an era of very confusing IP hand offs and wildly shifting statements from devs. Mainly to get a hold of game engines, as we hadnt destroyed the industry yet by producing public game engines and developers actually had to make their own in most cases.
Engines like Unity and Unreal are one of the root cause of the "broken games" issue in the industry. Now any tard that can click a few menus can make a video game when back then developers knew their games inside and out due to them actually having to code their own engines for them.
Well those engines and allowing games companies to be listed on the stock market via their publishers so that now games are made to pander to investors, not actual players.
Though one thing hasnt changed at all in the industry, artists still need to be on point.
Personally I cannot wait for AI to advance to the point where all we have to do is input some guidelines and it can spit out games, movies and TV shows for us. Def tired of dealing with the human element in entertainment.
