Inmates never sale "makeshift stepladder"

From the beggining, I never saw any inmate selling a makeshift stepladder. :(
So, in the HMP offshore, there's no way to get to level 10. :-/


Why don't make it craftable ?, with at least 3 parts, and a final 70+ recipe ?

Because it is craftable...3 paint buckets...
And it can be sold or found in desks. You've just been unlucky. I had it both in sales and in desks myself.

I see it getting sold all the time... Usually alongside the paint buckets, too. It's not even that good, the few spots it is you'll likely want a red key or the like for the few spots you'd want it anyways. Far as I've seen, vents aren't very useful in this one, sure they're fantastic storage spaces with a fake cover, but the few spots you'd want to get into them are usually in your room or to get to a generator, which again, less work to get a red key.
