In short, there is no answer to that. Knock them out, look in their pockets. From now on you can see which key that guard has on the map.
Some mentioned that sometimes the display is wrong, that didn't happen to me yet, though, so I can't comment on that.
As someone else mentioned, typically the one who speaks at Roll Call is the one who has the red key. This can be different sometimes though. EG: When I played KAPOW recently for the third time, the speaker at roll call actually had a purple key that time around. From there onward, it is random which guard has what key.
