I have decided to merge these threads together as you are all experiencing the same issue.
In order to play split-screen locally where Player 1 is on Mouse/Keyboard and Player 2 is on a controller, you need to do the following:
By default, the game is setup so you can switch between Mouse/Keyboard and Controller for Player 1 on the go without needing to change control settings.
Apologies for any inconvenience this has caused and enjoy playing split-screen!

First, I can't do split screen, then when I do, there's no saving?!

To join the game in split-screen mode with a Mouse and Keyboard for Player 1 and a Controller for Player 2, please follow the instructions below -
1. Go to the game options and make sure that the current consoler scheme is set to "Mouse & Keyboard" (Not "Mouse, Keyboard & Controller")
2. Choose a prison and select the mode Private Local
3. Start the game
4. On the character select screen, Player 2 needs to press A once on their controller
5. When you're happy with your character, Player 1 needs to press Left Mouse Button
6. You should be able to join the game in split-screen mode with 2 players.
