i like to watch NPC's fight each other and you can cause absolute chaos by just attacking a bunch of people in TE2 because of the new combat system + guards are reworked to be more fair
in TE thats impossible because the guards always target you over anyone else
sometimes ive even been knocked out by another prison in front of the guards and they simply ignore it; that never once happened in TE2 but commonly happens in TE
(you could also edit the TE2 game files so that NPCs get 100 heat for simply doing anything ((making the HeatDecayRate -99999 (((doing negative makes it go up in positive as HeatDecayRate originally goes down if you put positive numbers))) then wait for job time and all NPCs will have 100 heat (most of them) as they miss job time, then you can watch the guards attack every prisoner ((((except you if you dont have 100 heat)))) its pretty entertaining in my opinion)
You realize Ubisoft is greedy to the point they delete games even if you purchased them without giving a refund, this game doesn't even cost $60.
This game IS a sandbox, but is unrealistic to expect you can do whatever your imagination desires, there is limits. Go play GTA or some other free world game if you want more freedom, not some game about being in prison.
Dogs only come out if you've been especially reckless or careless while snipers only cover outdoor areas. If you aren't picking fights outdoors or trying to cut fences in broad daylight, they can't touch you. What kind of player led progression are you going for where you have to do these things?
You can call it restricting your freedom as a player if you want, but it looks to me like you're being very narrow minded in your approach. There's definitely a difference between the game being overly restrictive and the player refusing to cooperate with it on such a basic level that one has to wonder if they simply bought the wrong game.
You needn't answer me. Having seen this topic and exact same song and dance time and time again across many games and forums, I'm pretty sure I know what the answer will be. Instead of doing any of that, I'd rather leave you with the suggestion to really think about what you actually want out of a game and then go play that instead of doing whatever this is. I think you'd be a lot happier.

also another thing, guards had no cooldown on giving you heat, meaning literally every single guard in the area if they see you doing something wrong will scold you and immediately boost your heat up by like 60%, if you're late to a routine and theres a lot of guards, expect to get 99% heat immediately, that doesnt happen in the escapists 2
