I got paper but not the other item
Quest related or specific drop point ?

Raid desks and hope for the materials. All items for this escape can be found in desks.

No, the Letter and Christmas List are randomly spawning items, so looting desks means you increase the chance of getting it. Also, if we are talking for the singleplayer escape, milk can be found on inmates and there is a quest (I believe called Bake Off?) for a mince pie. The carrot should be simple enough.

OK....oh and also......"the carrot should be simple enough?'' i con't find a single pen I have everything except the list and pen!!!!!

have you try sneak into guard's room and search there? i got mine from there
