Report a translation problem
1) Talk and stay on the inmate's status and wait for whole 2 hours. They will lose their job immediately when next routine starts. Be sure to have positive relationship or they will punch you, which lead to to choice number 2
2) Punch the inmate and have them follow you the whole 2 hours. Do not stray or hide from them or they will return to their job cite.
You may have to sacrafice half a star in order to do this but you can enter job room earlier and track them down by waiting at their job place to stop them before they enter.
You must avoid getting high heat getting yelled by officers or do not let the officers see you hit the inmate. After you done this, you can apply it on spot.
Just talk to them, bring up their stat windows, and wait it out. They can't move during this time and it works out the same as if they were chasing you, but with no chance of them giving up unless you let them go.
