These seem to be awarded at random, is there any way to unlock more of these sooner?

I'd love to know that too, but as far as I can tell it's like time spent in game playing a prison.

If you guys go under Criminal Record there are items that can be unlocked by (I believe don't quote me) by doing at least one of those unlocks.
