Does the postal address respawn in a random desk each day? Or does it just stay in the same desk until you find it? Has anyone figured that out? My sister and I have been trying to find it for days.

It's a random spawn. Keep searching the inmates' desks each day. Don't forget there are desks in the surrounding buildings too.

It's actually not a random spawn at all. I will not spoil it if you don't want it spoiled. I would just suggest you haven't checked every desk in the prison. Not just prisoners have desks ;)

Is that a guaranteed spawn? The discussion you linked us to has people saying the postal address doesn't always appear in the director's desk. I found mine in an inmate's desk.

It is a guaranteed spawn, yes. The discussion I linked had the person asking the question responding to someone being rude and saying 'not in the directors desk' but then responding to me saying it was where I told him to check. I'm pretty sure that desk is not in fact called the "Directors desk". I am pretty sure the Director resides in the southern part of the map. Not in this desk's location.
