ice pack only spawns once?

i only get the ice pack once, its day 5 now and there is no new ice pack and it makes it hard to escape from the prison because its boring and there's nothing to do but ruin my escape time

as soon as i type this and then continue my game, the nearest desk to me has an icepack in it, and its not a medic's desk

You mean the thing from glorious regime ? There is one more in the medic desk

yeah i checked in the medic desk first, and kept doing it after every new day

I had the same problem. I found the icepak in the medics desk on day one. And then tried to find a second one for 10 days. I even broke in the janitor room at night and risked a lot to check his desk because the phone said it's in the eastern building so i thought both icepacks are there, but nothing.

After that I quitted frustrated and played another prison.

This happened to me, i was very frustrated by it, keep killing random prisoners, thats what i did,
eventually i found one who was carrying it.

I Just finished that escape. I found my second Ice Pack in a guard desk.
