Once you've managed to stop them getting to their job (for the whole duration of job time, you can't just knock them out once or they will leave the infirmary and go right to work), then their name will be removed from the job board and the job becomes available. You must still meet the requirements to apply for the job but by disrupting the last worker, it will be available for you to apply. Don't take TOO long though (more than a day) to reach the requirements or the job may be filled again and you'll have to disrupt someone else.
A good plan to avoid waiting too long is to look at the requirements on the board when you find out who has the job. It will tell you the required strength and intellect as well as the pay you will get. That way you can spend a day prepping the stats and finding the job location so the next day you can wait outside it and beat them down.
