In TE1, Aftershave worked to disable cameras and I think that toothpaste could be used to disable them as well. Unfortunately, these were temporary disables. I'm not sure if this works in TE2 or not, but it should do.
On certain maps, the generator does not require a key to access, meaning you can easily disable the cameras and contraband detectors (HMP Offshore, Area 17 are the only ones this works on, I think.)
I found a risky method that works on K.A.P.O.W but only if done well. What you do is open a desk in front of the camera. This will alert a guard. Run into the locker. The guard will come in and check the camera. While this happens, you have a limited time frame to open a desk. This is not picked up on the camera and the guard will not notice. However, I have only ever done this once successful.
If you look at the cameras closely, you can see a green triangle coming out the front. This is the view of the camera. You can open a desk without being noticed if the camera is facing the opposite side. The best way to learn this is to watch it go back and forth a few times, and even open some desks when you think it can't see you. If it does, you have to wait longer. This method works better on the desks nearer to the camera, as the camera must be turned more to see you.
As Melham said, you can move the desks. However, I think you can't move them through doors, so you cannot move them into different rooms. You may be able to move them through gaps in walls, but the likelihood is that you probably can't.

You can also move the desks out of their line of sight, then you can loot whenever you want.
