How to equip the Contraband pouch?

Title. I can't equip it for some reason. Not even on the inventory menu

It just has to be in your inventory

While you're here, what outfit do you need to make the guard outfit? I have the component ink bottle thing. Just need an outfit.

You need a bottle of bleach and an inmate uniform or a gaurd uniform
Craft the bleach with the uniform to make infirmary clothing
Then craft the infirmary clothing with a bottle of ink to make the guard uniform

Thanks! I'm sure someone in the prison will have bleach. Will the guard's recognise me if i wear it?
