Yes, you just need the appropriate AppID, DepotID and ManifestID

Academy DLC is included in the game by default, adding the DLC in Steam just sets a small flag

For example, to download Deep Space Waifu from April 16, 2018 you would use

download_depot 639790 639791 309068885971673102

soooo will the nude patch work? I just tried it and it auto updated when I launched it

Since I've started trying this.. I've recieved two updates.. at least.

I think they were pushed..

Unless you do a verify or the game is updated this wont happen.

The game is heavily updated at this time. Once they're done with updating, you should be able to play the old version for much longer.
I recommend making an archive of the manually downloaded files ("content" folder.) So when an update is released, just verify your game and extract your archive again.
