Report a translation problem
If it is a fresh install there is a few things you should try out.
1. Verify the integrity of the files via Steam (right click on game in Steam Menu, Properties, select local files and "verify integrity of files" ).
2. Restart your PC.
3. Check that the game isn't being blocked by Anti-Virus software.

Then i enabled logging, and saw it was whinging about some image file being an unexpected size or quality. Long story short, go to your Colour management in windows and under the advanced tab set your device profile to 'system default' (The top box in this pic)

Now my game works fine and I am ****ing flabbergasted that this was somehow the cause of the issue, give it a try if nothing else seems to work.
At least it did for me
