Bern's not a lookalike, though... She is Rika--though Rika is not her, knows nothing about her, even. She ascended from Rika (as EVA-Beatrice ascended from Eva, etc) the moment she escaped the endless loop that was Higurashi, which was apparently a Logic Error (Lambda says that she and Bern are the only Witches she knows of to ever have made it out of one). This was considered a miracle (at one point I believe it was likened to a cat having to walk on a typing machine until she had written the entirety of Shakespeare, or something along those lines), and so she was granted the title of Witch of Miracles--likely by Featherine, whose piece was Hanyuu.
Featherine is implied to be the most powerful Witch in Umineko by far. It seems that when playing that gameboard, she intentionally handicapped herself, simply to keep her occupied. I personally believe her opponent was Lambda--not because she kinda looks like Takano (though iirc it is mentioned somewhere that Lambda gave her her blessing); but because it would explain her interest in and fondness of Bern: she'd been watching 'her' for a long time, after all, and then she managed to ascend to the status of a Witch! Gasp! How very interesting, how very not boring!
The thing is that when Bern ascended from Rika, the only things she took from her were the culmination of all the fear, pain, hate--basically every negative emotion Rika had ever experienced over every single timeline--which is a lot. Skinned alive without anesthesia, anyone? Suicide by stabbing oneself in the neck? And that's just some of the few things we know of. Rika dies in every single timeline, and we know she'd been in there for decades.
Tl;dr: Bern is Rika's evil Witch form.
Bernkastel... yikes. It's hard to talk about her, or Rika, however, without revealing huge amounts of spoilers. Considering that Higurashi hasn't even been fully released yet...
Bern is basically the Rika who was murdered who knows how many times, but then missed out on the happy ending Rika got. So Bern walked away from Higurashi with all the scars and none of the happiness. What you end up with is someone who, in their desperation to escape the pain of that experience, ends up becoming a monster. Bern does seems to try to inflict the same sort of misery on others that she herself experienced, with her love of creating endless stalemates and excess violence. A later part of Umineko has her even disembowel someone not unlike how Rika was however many times. Ultimately... Bernkastel is an evil bastard, but... you understand why she is like that.
Really, I see Rika and Bernkastel as two sides of the same coin: one got a happy end after so much misery... and the other didn't.
