What I do is sell to castles until I have room for 1 more scroll right before I plan to buy a scroll to learn as a spell, and then buy all the scrolls I want one at a time and learn them before continuing on my journey and inevitably finding more. I hardly ever buy scrolls to use in battle, but will use good ones I find in clutch situations when needed. (The only time I buy scrolls to use in battle is very early in the game before I have learned Dispel or Heal. I always make sure I have at least one of each on hand.)
In epilogue, the Lightning spell is powerful, but not very, very powerful.
Most of the scrolls you can probably just sell. I play a Mage, so they aren't as important as for a fighter. Also, at higher levels, you will cast a more powerful version than the scroll. The scroll is always on Basic level.
Spells get you some achievements too, so definitely write those down in your book and cast them! :)
