Basically, you just have to be the first to complete a valid hand. On every turn, you draw a tile and discard a tile. If on opponent discards one you can use, you can steal it. That's the short of it.
Most hands consist of three groups of three and a pair. A group of three can either be a straight or three of a kind. Note that in either case, they have to have the same suit (or be the same tile).
Then you have to get one yaku, which is just a fancy way of saying meet a certain criteria. The easiest one is all simples. All you have to do for that one is discard all the winds, dragons, 1s and 9s. Honestly, this is the easiest way to play. Just get rid of all those tiles asap and then try to get your four sets of three and a pair.
I've seen some decent 'Mahjong Souls' players claim they have a 50% win rate, but the average win rate seems to be ~20%. I'd also assume just like any game that tracks ranking, players exit out of the game to prevent their record from being tarnished by a loss.
The more you know how to play the version of Mahjong the Yakuza games use, the more you realize it is pure rng and 1 of the 3 AI will call richi on turn 1-3. Its a dumb game. That's why the 'Lucky Tile' exists in the other games.

and i hope you get used to mahjong because every single RGG games have one. This game mahjong completion is actually quite easier compared to Yakuza 3 where you have to score 50k points in one sitting or Judgement where you have to complete various winning hands
