Here are some tips:
Shift gears at about 150-180kmph
Let off the gas around right corners and any time you can't get through the traffic
The easiest path IMO is taking every left
If you really want to get to the end of Outrun, and you're ok with doing it elsewhere, and you happen to own a 3DS, 3D Outrun is phenomenal. It has two different difficulty adjustments (traffic, time) and upgradable parts which make it easier too. Which is great practice and let's you work your way up to the default challenge level. There's even an arcade mode where none of these things are options and it's intended as a totally faithful recreation. Also it has a lot of other neat features. But at this point, I think you need to link a Nintendo account and put money on that way since they've deactivated CC payments on 3DS. And they're scheduled to stop supporting purchases on it at all in under a year.
anyway the tips is you have to know when you have to switch between low and high gear. you have to familiarize with the track and know where the sharp turn supposed to be because sometimes it'll pop all of sudden thanks to the graphics and you won't have enough time to switch on low gears. i spent good 2 and a half hours just to reach 5 million score.
