There are some items that will NEVER show up unless you do the search with the Amulet equipped...though I wasn't aware this applied to lucky finds.
Also be aware there are some items that will never show if it IS equipped. So, at times, you may have to remove the amulet if you're not getting a certain item.
My rule of thumb was trying a search three or four times and if you're not getting what you want, equip/unequip the amulet and try it the same amount of times. In almost every case where I wasn't getting the drop I wanted, this helped a lot.
In reality, it was just mere curiosity, as in this playthrough I’ve decided to try and get every item at least once in the searches, and so far, this specific item is the only one that hasn’t shown up.
But for the other agents, if I give them plenty of money, they almost always get the lucky find on the first try.
I checked, and I don’t have it equipped (I thought I did).
I’ll try again when I get the items that improve the searches, just in case it turns out that this agent has an almost nonexistent chance of getting it.
I don’t really need it, and I’m maxed out on money, it’s just my curiosity, hahaha.
What I did notice, comparing it to my PlayStation playthrough, is that the results report doesn’t show the number of a certain type of item that’s obtained.
So, to test this out, I went back to that platform and noticed that for each part, it indicates “x###.”
Although I can’t remember if it’s always been like that, or if it was from a certain chapter onward.
Anyway, it’s just trivial stuff. Asking about this specific lucky find is because curiosity got the best of me, it’s not even necessary.

Oh, I understand, I had a run where I wanted to forge a copy of every item available so they all appear in the store for purchase so I used the Search a lot. Was fun for a while but I got burnt out on some of the more rare items and gave up.
Realistically, the only thing I'd ever recommend to actually forge for the game is the armor which you can't really find elsewhere. And I'd get the Smoke Gun/Zap Gun for beating Shakedown easily.
