You're right. The game should be more realistic and have you DIE INSTANTLY instead.
Seriously, getting shot is supposed to be the biggest danger and the player is supposed to want to take these guys out first. Making you annoyingly have to recover makes this even more of a priority.

Or just equip your own damn gun. I think a lot of people forget that's an option. You can nerf the entire game if you load up with shotguns, especially the Zap Gun.
Thanks for tips!! @death star. @lar dass @hotelsecurity i think my issue is the amount of goons that obstruct me when a gunman aims for a shot on me. I just need to clear a path and rush for them.
I usually go for the gunmen immediately after getting shot, that's a no brainer ofcourse. I only wish they didn't get the jump on me. Also yes I found out about the gear super late, I have like 10 handungs and katanas I haven't even used yet, but i always keep forgetting about them.
I don't think i've come across any shotguns or zapguns yet, maybe after chapter 10. and they sound OP and fun to use. you save the shottys/zaps for the bigger enemies or what?
However, it costs ¥500 million to unlock, so unless you’r pretty far in the cabaret story…
Just kill Shakedown after get the Encounter Finder (it's very easy with Slugger or Brawler plus an Umbrela for Kiryu). After some farming, each encounter will give at least ¥1.000.000.000.
It's easy to forget you have armor too. With Majima's crafting minigame you can get a lot of redundant weapons but I'd recommend doing it enough to at least get the latest armor. You'll find that even with folks hitting you alot, the damage will be much less of an issue.

If you go to Bob Utsunomiya with Majima, he will give you a free Smoke Gun...which is basically the precursor to the Zap Gun. Once you have one, it's instantly available at the crafting store so you can buy more. You can refill the ammo on the guns via the "Repair" option at the Crafting store as well so you don't have to buy a new one every time the ammo runs out.
The Zap Gun can be crafted via Majima's store but you may need to find the parts and recipe by sending agents. Also, Kiryu can access anything Majima has unlocked via his crafting store.

This is another excellent use for the Smoke Gun/Zap Gun. The game is designed so guns have little effect on Shakedown but somehow this doesn't apply to the Smoke/Zap Gun. They'll completely ruin him and make it easy to take him down over and over. Also, the power of guns is based on the power-level of whatever style you're using...so switch to the style with the most power before using the guns.

Even easier with Kiryu if you get the CP perk to increase the winnings won from Shakedown. This makes it so you can purposely lose all your money to him as Kiryu...then when you beat him for it, the increase will apply to the earnings you lost so you get a return on your cash. Do this over and over, and you'll get more money as Kiryu than you need. Sadly, Majima doesn't get this boost so he just has to beat Shakedown over and over for his cash.

He gets stronger each time you beat him so he will take a while to beat every time if you try melee. Definitely go with a Smoke/Zap gun.
